    China's government is asking Internet service providers (ISPs) to sign a "self-discipline pact" to prevent spreading "information threatening national security or social stability," the Xinhua News Agency has reported. The new measures are part of a broader campaign -- launched at the beginning of the year by the Ministry of Culture -- to control the flow of information on the Internet.\...On the user end, authorities are targeting Internet cafes, a popular resource for people who cannot afford their own computers. China has suspended registration of Internet cafes and has closed several thousand others since the beginning of the year. At the same time, state-run Internet cafes are beginning to open -- a decidedly lucrative solution. School children also are signing pledges to avoid illegal Internet cafes.

    Shanghai has installed video cameras in the city's popular Internet cafes; while Guangzhou has started daily security checks in them. Additionally, the government is preparing to force Internet cafes to install software that will require users to input personal identification data before logging on.

    Chinese authorities also created a Web site to report illegal or unhealthy information found on the Internet. The recently implemented "self-discipline pact" is designed to compel ISPs to remain vigilant for illicit material even when the government does not appear to be looking over their shoulders
