Naturally genetics are the only "marker for physical makeup". But when you're talking about not just physical makeup, but Race, you have to consider that the concept of what constitutes an individual "race" has changed over our history and will always continue to do so, based on a lot more than just physical appearance. Otherwise you're just skirting the question from the other direction, if that makes sense. That is, to say "race = genetics only" is no more informative or productive than to say "race = a cultural construct only".
For instance, British people look a lot like the Irish. Persians look a lot like Arabs. Chinese look a lot like Japanese. Try telling these people they all belong to the same race, and see what reaction you get.
